[update December 24, 2024 - Please note that due to a regulatory change the contents of this memo no longer apply.] Many individuals know that people who are exempt from the requirement to obtain a Temporary Resident Visa can apply for a Work Permit at a Canadian Port of Entry. What many do not realize is that this extends to people from any country who are returning to Canada after a trip to the United States.

The Temporary Foreign Worker Program (TFWP) Manual is intended to assist Employment and Social Development Canada (ESDC)/Service Canada staff in the assessment of labour market impact assessment (LMIA) applications. The Manual is a staff tool that contains information on the legislation, policies and directives which guide the decision making process for issuing an LMIA.

Since 2012, ESDC has announced that the TFWP Manual will soon be available to the public. It to date has not done this, partially because the TFWP Manual at this point consists of numerous separate documents cobbled together.
